UKCPS parking charge: how to appeal

UKCPS Ltd is a private parking company. Its charges are requests for payment under a contract, not fines, and you can appeal for free.

Last checked 28 October 2026. General information, not legal advice.

Who UKCPS Ltd is

  • Member of the International Parking Community (IPC), so the independent appeal is to the IAS.
  • Also trades as UKCPS.
  • Private car parks across the UK. UKCPS uses camera (ANPR) systems and patrolling wardens.

The trade body can change, so check the name of the appeals service printed on your own notice or rejection letter.

How to appeal

  1. Appeal online through the 'Submit Appeal' link on UKCPS's appeals page, or by post to UKCPS Ltd, City West Business Park, Building 3, Gelderd Road, Leeds, LS12 6LN. UKCPS prefers online appeals.
  2. UKCPS says you have at least 28 days from the date the charge was issued to appeal. It says the charge and any enforcement are put on hold while it looks at your appeal, and that it replies within 28 days.
  3. If it rejects your appeal, UKCPS says it will offer the reduced amount for a further 14 days, but only if you appealed within the reduced-payment period. Its rejection letter tells you how to appeal to the Independent Appeals Service (IAS), not POPLA.

Appealing to the IAS is free, and UKCPS Ltd has to accept the decision. If you were the registered keeper, you don't have to say who was driving.

Worth knowing about UKCPS Ltd

UKCPS isn't UK Car Park Management (UK CPM) or UK Parking Control (UKPC). Those are different companies, so check the name on your notice.

UKCPS says it won't restart enforcement until the deadline for appealing to the IAS has passed.

Late appeals may be accepted with evidence of exceptional circumstances, such as being in hospital or abroad, or the notice going to the wrong address.

Before you write to UKCPS Ltd, check the notice itself: most successful appeals come from the dates or the wording. Our guides to appealing a private parking charge and the 14-day rule show what to look for, or our free check does it for you.
