Challenge a TfL congestion or ULEZ fine
TfL runs the London congestion charge and the Ultra Low Emission Zone (ULEZ), and issues Penalty Charge Notices when they aren't paid.
Last checked 27 October 2026. General information, not legal advice.
How to do it
- The congestion charge is £18 a day if you pay on the day or in advance, or £21 if you pay by midnight on the third day after you drove in.
- The ULEZ charge is £12.50 a day for vehicles that don't meet the standards. It runs 24 hours a day, every day except Christmas Day.
- If you don't pay, the penalty is £180, reduced to £90 if paid within 14 days, and £270 if a charge certificate is issued.
- You can pay or challenge a PCN with TfL.
If Transport for London (TfL) says no
- If TfL rejects your challenge, you can appeal to London Tribunals. It's free.
